Alright, here's a solution to that:
You can only make 3 edits to a comment, and you must wait 120 seconds between them. New Scratchers must wait 300 seconds instead, and can only make 2 edits.
Having to look at 3 versions of comments is still more difficult/time-consuming to moderate than having to look at 1 version of a comment.

Here's a better one then:
New Scratchers can only edit until 30 seconds passes after the creation of their comment - and they can only edit once. Scratchers can only edit once as well, but they have a timeframe of 1 minute instead of 30 seconds. The Scratch Team has no restrictions on editing and can also edit other user's comments.

Having to look at 2 versions of comments is still more difficult/time-consuming to moderate than having to look at 1 version of a comment, but I think this is at least a more reasonable solution. I think 1 hour still might be too long, though…

If the point of editing comments is to fix typos, then 5 minutes would be plenty of time. If the point of editing comments is to remove comments that you did not mean to post, then I still think this would not be the best solution/suggestion anyway since it would be ideal for Scratchers to learn to think before posting any comments they may regret. If Scratchers know that they can just edit or “take back” anything they said, they won't be careful in engaging with others.

What if there was a reply ‘I agree’ when the comment is 6 seconds old, an managed to change the opinion on time.

i already said “Only allow editing the comment until it gets a reply. This prevents the manipulation involved here, since it won't be possible to edit after somebody says “I agree” (or anything else).”

wouldnt it be time consuming for st to have to see edit history every time?
Indeed it would. The ability to edit comments would make it more difficult and/or time-consuming to moderate comments. This is a significant problem stated in the reason for rejection that has not been addressed by OP yet. As far as I can see, no solution is presented.
if the edited and unedited version is both shown without st having to do anything like click smth, then maybe it’s a bit of a solution? If the user can only edit once, cause else there could be too many versions to see.

Let's put it this way: if even only 1 edit were allowed, this means that Scratch Team members have to review both versions of the comment — 2 comments instead of 1 — thereby doubling the moderator work needed.

but it’s less work then actually hopping between two reported comments, so maybe not fully doubling.

Based on how the report queue works, the amount of work it takes to hop between 2 reported comments would be the same amount of work it takes to hop between 2 edited versions. I don't see how the work for a particular edited comment wouldn't be fully doubled.

they don’t have to hop between edited versions. both are shown without having to click or do anything.

Don't reply to spam, it just contributes more to the spammer. Report the post (and the project if you see too much spam) and move on.

Your suggestion doesn't solve this part, people can still say bad stuff on a featured project or something, wait for a minute or two, and edit it before somebody replies.
