I think like that, cause scratch jr cat isn't scratch cat's sibling (Idk who would name their kids “scratch cat” and “scratch jr cat”) also isn't scratch cat's young version cuz this would mean that when scratch jr cat got older they changed their name

I think it's a Sonic the Hedgehog version of the Scratch cat, they look pretty similar, right?
