Why is a chat inside a project forbidden by scratch team??
The Scratch Team does not have the resources to moderate your chat project, and they also have no way to verify that your security system is good enough and that the chat is moderated to their standards.
Private chat is also an even bigger issue, as that is a form of private messaging, which the Scratch Team very emphatically does not allow:

7.1 Private messaging
Scratch currently has public messaging, meaning anyone can see the comments that you write. As a result, people are more likely to be respectful since anyone can see the comment. However, with private messaging, people know that only the intended recipient can see the message, which could lead to many more disrespectful or inappropriate comments. The Scratch Team also simply does not have the resources to moderate a private messaging system, precisely because there would be a lot of bad comments. In addition, it is a huge Internet safety concern and is not the purpose of Scratch anyway.

No moderation. People still manage to say inappropriate things on Scratch, despite the report button and the filter(s- the forums have two). A private chat project would have no moderation whatsoever, due to the lack of an effective report button, and you can't make a filter due to the fact that you have to put censored words inside a project in order to filter them out.

The devs really need to update the scratch-gui repo- I'm getting at least 19 “npm warn deprecated” warnings whenever I try to install its dependencies, and yes, I'm using the latest version of node.js and npm. Then again, the dev page on this website and the wiki in the repo still refer to Scratch 3.0 in beta, and link the current website as an example of 2.0.

Quite a lot. “Friends” can turn on each other all the time. Also, there is plenty of stuff that could be talked about between friends that is very much not appropriate for Scratch. Im having the chat with friends what could go wrong with friends??

Literally everything.Im having the chat with friends what could go wrong with friends?? snip
I've seen some (non-scratch) friends of mine who are in private chats on , and there's some stuff that goes on there that's so inappropriate that I can't even hint at it here- it's… bad.
Edit- ninja'd again.

I was ninja'd by @jvvg (they replied to you just before I did- I was writing when they sent their response)- so I didn't see your reply. Besides, you sent it after I did.
See my and @jvvg's posts explaining what could go wrong.
