When I click on “Account Settings” in the upper right dropdown menu below my username, it just links to the current page that I'm on. For example, if I'm on http://beta.scratch.mit.edu/users/monster1612/, and I click on Account Settings, the page just reloads to http://beta.scratch.mit.edu/users/monster1612/.

Yes, that's a feature that hasn't been implemented yet. Thanks for pointing it out. We'll add a “Coming Soon” message for when people click it.
