I watched a video about it, and you can watch it yourself at https://www.youtube.com/watch?v=LXTXWsU-0uI . The title says Android at the end, so it might not work on every phone, but I'm not sure. It looks like you need to install something called “kiwibrowser” and in the app, you search for chrome extensions, and then add the one you wanted. Then, you can turn on what you want and it will work on Scratch. But, some of the main features like inserting blocks by name can only work if you connect a keyboard to your phone.
