You are not the only one. I was personally hacked by this user, and so have many others (look in the comments on their profile).

I contacted the ST about it, and they said

Hi,

Thanks for reaching out. We're aware of this user's inappropriate activity and have already taken the appropriate action. Please continue to report any inappropriate content you see on Scratch.

So it seems that that that user shouldn't be causing any more problems.
Edit: looks like they've been banned.

I also reported that user multiple times for cloud hacking and eventually the scratch team took the only action they could, which was to delete the profile.
This is because banned users can still hack cloud variables.

Yeah, I wish there was something else we could do to stop the user from ruining people's projects.

They are using some exploit to change cloud variables, even without an account.
