It's how to make a character say something in a speech bubble and sound it

What is this?
It has the sprite in question say the word/sentence/phrase, one character at a time. You can also program in pauses to happen after punctuation through code I'm too lazy to BBCode right now. It's probably meant to make dialogue feel less lifeless without creating a whole Pokemon-esq engine.
For the love of everything, please snip quotes down to only the part you're responding to, it's painful to read excessively nested quotes.

What are you talking about It has the sprite in question say the word/sentence/phrase, one character at a time. Anyways, that is a custom block, which should be in the More Blocks category, and blocks can be created with parameters/inputs and label texts. The code under define will run when the custom block is called

He meant “My Blocks,” a section in the project toolbox. (at the bottom of the image) excuse me but what does “more blocks” mean?

It's Scratch's equivalent of the functions you find in other coding languages. You can add placeholders for round and pointed operators to the name, then you'll fill those in in the actual block. It'll then use what you put in for any instance of the placeholder that you put in its definition.
