they probably just have never heard of it
just because its an educational site for kids doesnt mean that all schools would know it

I work in the UK with a number of schools.
Unfortunately, too many are reporting issues of pupils finding inappropriate content within the scratch environment.
For example Huggy Wuggy games https://scratch.mit.edu/search/projects?q=huggy%20wuggy
This is leading to a trend across the UK, where schools are being advised to stop using the online version of scratch and use the downloaded programme, CS first or some are migrating to other platforms.
This is a shame but Scratch need to look at moderating the content better for younger pupils.

Scratch does attempt to moderate all content, but it can’t see every project. In order for them to review it, you need to report it. Additionally, those games are most likely appropriate, they don’t look bad. I work in the UK with a number of schools.
