Maybe the project was unshared at some point.

That's strange, I saw them earlier today. Banning an account does not (as far as I can tell) delete all the projects with it, so my guess is that the creator of the project deleted their account themselves.

That being said, you still shouldn't gossip and take up forum space with questions about certain projects, even if the project you are gossiping about had a cool project ID.

I actually liked & favorited the project (as did the creator of Scratch, @mres- proving that he is actually still active on this website)- it was definitely shared.

Its remixes are probably still up, though.

In fact, the project with the 1 billion URL did exist, but it no longer exists.
