I’m making a multiplayer game, and have 2 questions
1. Can I add a chat where you can type whatever you want?
2. Can it be with only pre written phrases?

Ok. For question 1, what about if I add a bad word detector?
Also for 2, it needs to be only pre-set complete messages, not just pre-set words.

I think that even if you manage to share it without it being blocked, it won't last long before taking it down. 
It's very sad. I don't think a bad word detector would help. Best to use pre-written responses.

You are only allowed to use complete, pre written messages. Anything else isn't allowed, detector or not.
Potatoes are good. Game dev is good. Potatoes in game dev is remarkable.
