Go to https://packager.turbowarp.org/
Select what settings you want, then click “package” down at the bottom.

Solved https://www.bomctc.com/htmlifier-offline.html works just fine ( For me turbowarp packager is blocked)

you can load a scratch project and then play it offline, but otherwise, no.

You can download the .sb3 file of a project and load it in the Scratch 3 Offline Editor or the online editor.
