It is hard to tell. Many people have multiple accounts, and a lot of accounts are inactive and aren't used. The statistics page counts the number of accounts, not the number of individual users.

There's actually less people using Scratch than that, since [according to the Statistics page] there's way less accounts there [130,323,939 accounts], although that would be for accounts registered, not how many people use Scratch.
Also, you kinda answered your own question [albeit being wrong], so this isn't really a question that needs to be solved anymore…
