A more detailed version of the Community Guidelines other than the FAQ
Before I say all this, please realize that I'm not one of those people that thinks every ban is unfair. Unmoderated chats are a reasonable reason to ban someone, and I appreciate all the work the ST does behind the scenes keeping Scratch a safe site. Any Scratchers reading this, read this whole post before you support/don't support it.
That said, I think it would be very helpful to have an extended Community Guidelines. The guidelines are really great, as they don't take long to read and they explain the basics of the site to the younger audience in a simple way. But other than the FAQ, which isn't really the first place people look for rules, there's no extension of the guidelines. Some of the questions people might be having are:
-What kind of chat projects are allowed and not allowed? What happens if I share one?
-Is youtube an unmoderated chat?
-What kind of comments should I report? (beyond ‘if it’s a mean comment, report it. This is a big one, as the site's younger users seem to have a harder time deeming when it's okay to report something.)
I don't mean that this is just asking for answers, that's not the point. I know the answers to these. I'm talking more specifically about other younger users.
These are a few of the questions that could be answered. I know they're answered somewhat in the FAQ, but a more easy to find rules section would be very helpful, and it would also help with the problem of ‘famous’ people being banned and everyone thinking that it's unfair (which I actually disagree with most of the time.)

1. Chat projects that allow people to freely write sentences are not allowed. Chat projects that have prewritten sentences are allowed.
2. YouTube is a video-sharing site, but it has comments. It's unclear whether it's a chat or not.
3. Comments that share inappropriate links or are commercial spam.
