The question mark glitch explained

I was collecting bitmap images to an .svg file and i uploaded it and i saw that

when <((battery power :: sensing) * (10)) = (21)> :: hat events
forever
show question mark :: control
end

It's not really a scratch bug, I think it is intended for when a costume won't load. It seems to occur when a computer has performance issues.

To the OP: This isn't a glitch. You just didn't have network or anything to load the costume at the time. Also, next time, you may want to show a photo of the glitch, so the people that haven't seen it before can. Should you close this or do you want me to request to be closed?
