it means a section of code that detects where the mouse pointer is and if its over the report button it says please don't report

some projects will say dont report if it does not break the scratch community guidelines as there is a false/mass reporting issue on scratch

they could be used to prevent someone from freely reporting a project when the project might be actually inappropriate by:
1. jumpscare
2. death threats
3. crashes the browser
4. plays an annoying sound
5. you get the idea
well, technically the project would be inappropriate if it did those, but I didn't count the reporting counter-measures in it when I said “actually inappropriate”

Right, if someone rigs cloud variables to tell when someone is hovering over the Report button, and the project viewer knows that the project creator will be able to see them report it, they may choose not to report the project even if it's inappropriate.

No, you need other code with the mouse pointer, but please do not necropost (post on old topics), and report detectors are bad as said above.
