What to do if someone uses a forum improperly?

For example, say that someone creates a forum page in “Helps with scripts” but doesn't need any help with scripts, or if you create a “Questions about Scratch” forum page but have no question.
If you are reading this and think I am referring to you, I probably am not.

Report it to be moved to the appropriate forum, if it does not have an appropriate forum, report it to be closed. Report it silently, do not say “reporting to be closed” or “reporting To Be Moved”
