this means to list the orders your shop has completed, at least 3 of them. These orders have to be from the shop you're trying to get into the federation.

If your shop is brand new, you probably don't have any orders. This specific federation requires 3 completed requests of people wanting stuff from your shop. Means you might have to wait a bit to actually join.

It is the latter. I think the schedule is on a rotation but I could be wrong.
