4 Shops may be issued a warning. This warning starts as sapphire, but can be increased to gold and then ruby. If still nothing is done about it, the shop will be removed from the federation. A shop with a current warning will not be issued reviews and can not use the reward system.

A warning is issued, basically, when a shop is doing something wrong.
