What is scratch.mit.edu/!?

For some reason, scratch.mit.edu/!? exists. Why does it exist though if it just redirects to the front page?

It is not actually a subdomain, that is because ? and # are used in urls.

To be more specific, ? adds data to the request while # just takes you to the element with the same ID as the stuff right of the #.
