-A chat
-Constructive criticism
-Joles
-For then to announce things
-So on

Chatting to people, giving feedback on projects, asking questions, giving compliments, etc. They can be used for pretty much anything.

But continuing on from what Glitch said, yes, mentally stable and sane adults can “chat” with the minor Scratchers on this site as long as their like the Scratch Team leaving a notification, or an adult Scratcher that liked a project a kid made, sum like that.
