I think that it's because There is no direct way to access the forums from the scratch website, but please share your opinion.

There was originally a Discuss button in the header, but since then, ST has moved it to the footer (above image).

9.1 Bring back the “Discuss” tab
The Discuss tab was removed for reasons that may not be 100% clear to some users, but it will not be coming back. In general, the forums are not as restricted as the main website is, in terms of post content. For instance, users can post images on the forums, write Scratch blocks on the forums, and write and edit posts of up to 200,000 characters, none of which is possible on the main website. These options allow for more spam and misuse, especially for new forum users who are not aware of how the forums work. It is suggested that Scratchers learn of the forums through other Scratchers, who direct them to the correct forums as needed. source

(#5)that's intentional - forums are a lot harder to moderate and are generally meant to be a lot more serious and professional then the main site.

Probably because not many people know about it / go to the bottom of the screen and try and find it.

They Are Not Dead They Are Just Not As Active. The Fact That You Had An Answer 10 Minutes After Your Post Is Proof That They Aren't Dead.

If the forums are “dead”, then I shudder to think what the forums would be like when it would be “alive”.

The forums aren't dead, just not as active as the rest of the site, which is kind of a good thing, as it's a place that's more well-suited to older users, and not to most of the people who use the site(Although of course, anyone of any age can use the forums).
It's also not advertised much on the main website, the only times being the link in the footer and the announcements section of the front page.
