@maries_sketchbook told me I accidentally downloaded a shady program, so maybe I did! Now, my desktop is gone. I'm left with a black screen, so I have to open apps from the Task Manager. Downloaded apps from the Internet now say “Your organization used Device Guard to block this app.” whenever I try to open a program from the Internet. What do I do? 

say [my pc is broken so now i can only use edge, paint, and other apps that were not downloaded from the Internet.]

dude is very ez , so to settings > updates & securities > recovery > then press reset
it should reset everything and be everything back

“Settings” is a metro windows 10 app that only works when the desktop works dude is very ez , so to settings > updates & securities > recovery > then press reset

Try checking task manager for any shady programs.
EDIT: try looking up what it says i did and someone says that its a part of “Windows Defender Security Suite” so maybe windows acivated it because it thought what you downloaded was a virus or maybe the program did that itself.

If this is a personal Computer it would be rare for it to be turned on.
If it is a Company/Organisation's computer, then it has been set by your IT adminstrator.

I'm assuming you use windows since you use task manager, but have you tried opening explorer.exe? That's what contains the desktop, taskbar and stuff.
(but again, what if every file was encrypted or injected with malware?!?)
