Reporting
The reason for reporting someone would be if their project/comment/studio/forum post (with exceptions for forum posts) breaks the community guidelines. This is a good way to keep scratch safe for everybody. As far as I know, reporting somebody sends sort of a “message” to the scratch team telling them what you reported and, if you reported a forum post, project, or studio, why you reported it. They can then review this message and evaluate whether the content should be taken down. If something gets a lot of reports, it will get taken down. This is also happens if someone reports you. If you don't want to get reported, don't share inappropriate projects. Also, forum posts aren't always reported for breaking the community guidelines. This topic is an example of that. You can report a topic on the forums for a few things that don't break the CGs: being a duplicate, being in the wrong forum, or needing to be closed are some of the most common. Your post is in the wrong forum, so I will report it to be moved to Questions About Scratch because it is a better fit. This won't get it taken down or get you banned, it will just mean it will be here now. In the future, read the topics at the top of the forums that say “sticky” to get a feel of what the forum is for. Hope this helps!

Reporting
you can read about reporting on the Scratch Wiki here - https://en.scratch-wiki.info/wiki/Report
basically:
reporting something doesn't notify anyone other than the Scratch Team.
if you report something, it's best not to tell anyone on Scratch that you reported it, as that can cause more problems.
if you get reported by someone else, you won't know, and nothing will happen if you didn't break the Community Guidelines.
if multiple different people report the same thing, it is sometimes automatically hidden while it waits to be dealt with by a Scratch Team member.
it can take a while for a report to be seen by a Scratch Team member, but it will eventually be dealt with.
if the thing that got reported doesn't break the Community Guidelines, it will be ignored.
if it does break the Community Guidelines, the Scratch Team might delete it and/or send a warning to the user that made it. if the user did something really bad, or keep doing the same bad thing over and over, they might get blocked from accessing their Scratch account.
hope this helps explain
basically:
- if you report an inappropriate comment, it'll notify the Scratch Team (site moderators) of the comment, so that they can deal with it.
you should only report comments if they break one or more of the Scratch Community Guidelines - for example, a mean/disrespectful comment, or a comment sharing personal contact information.
- if you report a project, it brings up a menu where you choose the reason why you think it breaks the Community Guidelines. after you select a reason, it provides a box for you to write where the inappropriate part is in the project. then it sends it to the Scratch Team.
- if you report a studio, or a Scratcher's profile, it will make you select which feature of it to report (for example, the studio thumbnail or the studio description). you select where the inappropriate thing is and send it.
