First off, anything suicidal should not be posted on scratch, the filterbot will mute you and direct you to proffessional help if you try to do so.
If this was somehow bypassed, any report will, again, do the same thing.
So no, this is not allowed.

Even if it's a joke, you should never say anything about committing suicide on Scratch. It's not anything to joke about, and suicide is a serious matter. Also, it isn't very funny, and people may think you are actually going to commit suicide.
