Is Scratch considered social media?
It depends on who you are. In school, it can be both. YouTube and Scratch are the only social media platforms allowed at school. Scratch is educational and used in more than 4000 schools. I have a Scratch account instead of a YouTube channel (hence the website).

Google's definition: websites and applications that enable users to create and share content or to participate in social networking.
Since you can create and share content (projects) and you can participate in social networking (like how I'm talking to you now), you could say it is.

Scratch is mostly for kids to learn code, so I don't consider it as “social media” (but some people do)

If you’re a kid, you might not say it is.
But if you’re like 9-13 or something, it might somehow look like social media to you.

As has been stated, if you're looking for the answer definition-wise, then the answer is yes for the reason @KangaCoder stated:
Google's definition: websites and applications that enable users to create and share content or to participate in social networking.However if you're looking for peoples personal opinions, mine is that yes, scratch is social media due to it's love, favorite, and follow abilities. While many say it isn't about fame, the heart of it is, and scratch wouldn't be the same without the trending page or those abilities. I like to think of it exactly like TikTok, as you are provided the resource to create and share your own content.

I would personally say yes but many people have lots of different opinions compared to mine. The reason is that the “scratch community” would be the social and you can communicate and share with others which is the media. And the love, favourite and follow buttons only make scratch more related to social media. But scratch itself focuses more on the coding and creativity side more than a social media website built for kids.
