This is the revival topic for ROM hacks! The other one was dustbinned, presumably for linking to ROM downloads? So don't do that and it should be fine.

I've decided to make a new rule and say that stuff like real-time corruptor is technically allowed as they are technically still ROM hacking, just for a different purpose and method.

There's this website that sells ROM hacks on real cartridges and I'm uncertain if the original creators gave the OK for them to do it

I've seen things like that. There's a ROM hack of “Doubutsu no Mori” (lit. Animal Forest) which translates the game from Japanese to English. There have been many English repro carts produced for that game, but the fully translated one is buggy and stops working after 3 days.

I mainly look on there for whatever weird Pokemon hacks that they have

There's one that has mentions of a crime scene and is labeled as the “darkest ROM hacked version of Pokemon Emerald” yet one of the bullet points on the back of the box is “HILARIOUS references”
