Yes, that's right! ROM Hacking is actually legal, just so long as you don't link to ROMS, but rather IPS/BPS/UPS/[whatever format you desire] patches.

Of course, no inappropriate romhacks (this also applies to the related topic) and other than those two rules anything is allowed.

I have never made a rom hack. But, uhh, it sounds fun.
