This is not a bug, this just means - as the message states - that ScratchLink is already running.
If you can find ScratchLink running in Task Manager but it's not running as intended, you can kill the process

Hello! I want to explain something. So… on a computer, open task manager. Then, find Scratch Link. If you see it and it is running on Task Manager,
it is running. (you should see it) If not, try restarting your computer and try to open Scratch Link. Then look on task manager. If you still do not
see it, a app is already running on that port. Open Command Prompt (CMD) and run the taskkill command on that port. Then open Scratch Link.
It should show up on task manager. If you do not see it, uh.. i do not know what to do.
