Do cloud variables have a character limit?

I think the cloud variable has a 25 character limit. Is that true?

The reason it's not saving is because Cloud Variables only support numbers so you need to encode it and upload it. Then decode it to a separate variable.

Yes but that's really not the issue. Your issue is that the cloud will not save due to having letters. And which I had stated before that you need to encode it to numbers.

it saves my score up to 9, can you play until you get score 10 and see what happens to the cloud variable

The cloud variables don't save at all! So it doesn't work because you have letters in the cloud variable which is NOT supported.

No, you just need to encode and decode the username and score. You will need something like this: https://scratch.mit.edu/projects/808773463/ and you can backpack from there. (It's case sensitive so no need for capitalizations!). Then, once you have that, encode the username and score, upload it to the cloud, then grab it and decode it and set the display (not the cloud) from there.
