So, in 2017, there was a similar discussion to this, but that was 6 years ago. I was wondering if there was still a max amount (10k) of people you can follow?

Okay, sure. But after you follow the first 1,000 people, by the time you follow the next 9,000, then the first 1,000 would probably have already made their decision as to whether or not they'd like to follow you back. So you could just unfollow them and then follow another 1,000 people.

I was in a stupid race w/ some of my friends to follow tons of users

no real reason, just bragging rights ngl

in 2.0 @cwkteacher was following 28,853 users because they are bot

Griffpatch has about 12000 which is a wee bit over the limit (10000) Idk how though

I don't think the amount of follower you have is limited. However, the max amount of people that YOU can follow is 10,000 (griffpatch isn't following that many people at all)
