The ST isn’t even done with 3.0, and 4.0 is not planned yet. The ST doesn’t think they will update it, anyway.

There aren’t any plans for it, it is unlikely scratch 4.0 will arrive anytime soon as 3.0 is not yet complete.

Scratch uses JavaScript, which currently runs most of the internet

There have been quite a few updates, but there's no plans for a totally new version yet. Chances are, it won't happen for quite a long time.

3.0 is not even completed yet. The scratch team has not announced plans for 4.0 or when 4.0 will come out.

Not anytime soon. The Scratch Team hasn't finished updating all the pages to 3.0, and there is nothing that would require a rewrite of the language. Don't hold your breath.

I'm pretty sure 1.x wasn't a “testing version” (but also a stable version).

If WebAssembly becomes the next hype train for several years, there may be a slight chance that Scratch implements a C++ version and could be made much faster. But that's pretty unlikely…
