I never used macOS so i could be wrong but i think the system thinks that .sb3 files are meant to be opened by apple tv so it automatically opens the software.

It couldn't find any applications to open it with so it just chose an application it thought that could run that file (I'm assuming that's a video player, and there are a lot of video files out there so I guess it just assumed that). To open an .sb3 file, you will need the Scratch 3.0 offline editor and you will need to load the file inside of the editor, not in the files app.
