Because all I can see is a image with a tree that says URL when you click on it. But when I give the location of the file I want uploaded from my computer, it does absolutely nothing. So what can I do?

The Scratch team apparently cannot afford to host images from your computer on the forums. While I don't think that's very true, they are sticking with that, so you'll have to use other methods. There are several image hosting websites that will give you a link to the image. https://cubeupload.com is one of the simplest; all you have to do is create an account, and you can upload images for free.

however you can import images from your computer to a scratch project

Nope. According to TOLORS, at here was one point in which forum images got so inappropriate that the featured had to be removed, and they had to switch to image hosting sites with good sets of rules, like CubeUpload. With image hosting sites, it’s a bit harder for users to make images on the forums, so there’s less spam. I mean, imagine what the Announcements or Show and Tell forum would be like if users could post images easily. There would be so much spam.
