The main problem I have about the suggestion forum is that a low amount of topics actually get noticed by the scratch team, and a very low amount actually get added. There's some suggestions that have been there for several years and are still kind of active, and they still haven't even been noticed by scratch yet. Even if they get added, it usually takes years before it does. Correct me if I'm wrong, but can't a scratch team member scroll through the suggestion forum on a regular basis and think about adding some? Some can take a small amount of time to add. Overall, I don't see the point of a suggestion forum if they barely add anything from it. sorry for the rant
Edit: Correcting myself, sometimes a scratch member does notice some topics. Although, they still rarely get added.

The Scratch Team have implemented ideas from the suggestions forum, like the new Project Save & Level Codes from this suggestion. From this, it is actually rejected to remove the suggestions forum:

9.4 Remove the “Suggestions” forum
This forum is useful for the Scratch Team to see what feedback Scratchers have about the website. Regardless of whether these suggestions will be implemented, the Scratch Team still uses this forum to get an idea of how to improve the website. Furthermore, it promotes discussion of the benefits and downsides of a particular user's suggestion. Despite what it may seem, the Scratch Team does check this forum, and there have been a number of suggestions made in this forum that have since been implemented.

Cheddargirl also recently backed up that the Scratch Team in fact do look at suggestion topics but they just do not always comment on them, but the thread seems to have been dustbinned.

Also, the suggestion forum description is “Discuss ideas for making improvements to Scratch.” Nowhere does it say that the suggestions will get implemented.

To be fair, it’s the Scratch Team’s website. They can choose whatever they want to get implemented. It’s called “Suggestions,” not “Upcoming Features” or something similar, because suggestions is where you suggest things to be added.

But there are some suggestions that actually get implemented. Allow me to consult the directory:

Q: Why doesn't the Scratch Team implement highly supported suggestions?
A: The Scratch Team are a small group of people, and there's a lot of work that goes into planning, designing, and developing new features into Scratch. Sometimes they simply don't have the resources to do so (time, money, developers, etc.), or they find that the cons outweigh the benefits of a suggestion. A lot of supports doesn't mean a suggestion will be implemented. And, many suggestions have already been implemented by the Scratch Team, such as Scratch on mobile devices, so they do listen to the community. But keep in mind the suggestion has to be possible, and beneficial for Scratch, and even then, it takes a lot of time for something to be added. The support amount does not contribute to how likely it is to be implemented. However, suggestions, do indeed get implemented on the forums. Here is a short list of some suggestions that have been suggested on the forums that were implemented:

• Addition of captions on videos made by the Scratch Team's YouTube channel
  
• Addition of “( ) contains ()?” block
  
• Removal of the eggplant emoji
  
• Addition of “if any key pressed” blocks

I think that that's on purpose. After all, it is rather nonconstructive to say “we've seen this” and nothing else. Also, I could see it causing some people to think that the ST are going to implement it. My main point, however, is that visible acknowledgement is unnecessary.

Sure, it’s unconstructive, but it’s helpful to the community as they want to know what ideas are being considered. This will also make it so scratchers don’t think that the Scratch developers don’t check the suggestions forum - this will show they do.

With your con of “people will assume the Scratch Team will implement it” they can easily make it clear it is not 100% the suggestion will be implemented, saying something like “we are considering this idea but it is not definite it will get implemented”.

Did you see the quote mentioned here? It's really true. Think about changing thousands of lines of code just to make an update work and then releasing it along with other updates in a hotfix, and then the fact that there aren't hundreds of Scratch Team members/active contributors to work on development.

Who’s to say they actually read it, though? They might just be saying that they notice the suggestion exists. Also, it would take up way too much time on their hands as they’re already worrying about moderation and development.

Either way, they do this sometimes, actually. For instance, there was a suggestion to censor unchanged remixes, and @Paddle2See* said that would be great, and that they’ll think about how much would need to change before sharing. This may deceive users into thinking it’s going to be implemented, but it’s honestly not that big of a deal.

The Suggestions forum rotates relevant ideas to a rate of roughly 1-2 pages full of ideas daily. Bumping 1-2 pages of threads with a comment of “we see this thread” and having nothing much more to say on it would kinda break the flow of the Suggestions forum and be a bit of a time waster on the ST's part. We want to read through suggestions, not spend a lot of time posting the equivalent of a “suggestion has been posted!” receipt. O.o

Wow, a scratch team member actually replied to my topic.
I'm reporting this thread to be resolved as at the beginning of this thread I thought the ST actually read almost none of the suggestions.
I guess now I know that they do read some ideas.
