I’m just wondering. Because we’ve had Scratch 1.0 (2007 to 2013), Scratch 2.0 (2013 to 2019) and Scratch 3.0 (2019 to NaN) I’m wondering when Scratch 4.0 will come out?

Scratch 3 isn't done yet, and I imagine they would want to wait after finishing scratch 3 for a couple years before deciding to make an update.

Some pages are still in 2.0 format and still need updating, so It is unknown

Wait! From 1.0 release till 2.0 release took 6 years (07 08 09 10 11 12 13) and 2.0 release till 3.0 release (13 14 15 16 17 18 19) so if that pattern happens again for 3.0 to 4.0 it whould be out by 2025! (19 20 21 22 23 24 25)

Nope, the six-year period is only a coincidence and you also ignore some other data. It took 4 years to release 1.0 as Scratch began development in 2003 and was released in 2007. Scratch 4.0 will likely not come out until Javascript or HTML5 have depreciated, which will be a long time because most of the internet relies on those languages.

Scratch 1.0 was made January 8th 2007, 4 months before the website (properly) launched in May 2007. 2.0 was made on May 9th 2013, 2313 days after 1.0s release in 2007. 3.0 was “released” on January 2nd 2019, 2064 days after 2.0. So that’s about 2000 days each. 3.0 was made 1292 days ago, so, if this pattern goes it could actually be out by 2024!

This is just speculation but I could also see them making a “4.0” just to attract more attention to the site if people start to leave or stop using it.

We don't have any plans for Scratch 4.0 right now. We're always working on improving Scratch, but the main thing that would cause us to release a new major version would probably be another technology shift - which doesn't seem to be on the horizon for now.
