usually fair use is at play, when its not the content is removed. the only way to remove impersonation is to remove the account

That's not true, the only thing that can't be changed on an account is the username, and it doesn't automatically make you an impersonator if your username is similar to someone else's

3 forum tips for experienced forumers (in no particular order):
  1. If you are reporting a new forumer's topic to be closed, or moved to another forum, don't mention it, because then, the topic creator will think they will receive either an alert or a ban.

  2. New forumers won't immediately know the rules or terminology of the forums. I have seen this happen hundreds of times (exaggeratedly), especially when experienced forumers (I won't name any) tell new forumers that they are "necroposting", which is when someone posts on an old and resolved topic (especially in the Questions about Scratch forum), causing said topic to be moved to the front page of that forum.

  3. Using Scratchblocks as a writing style is not blockspam, unless it is irrelevant to the discussion. For example, this

I'm assuming you mean not banning people just because they have a similar username to a famous person? In that case then yeah, this would be a good idea.

I've got a simpler suggestion: if you don't want your account to be banned, don't violate the TOS and impersonate another user.

Let me tell you a fun story from a few years ago. There was a person who created an account called griffpatch_edu. They took his icon, changed the background to red, and basically strung up their profile to look like it was an account he'd made. When questioned, the user behind the account said that they were the real griffpatch, just creating another account for educational purposes, or whatever the justification was. They said that the actual griffpatch account hadn't announced it yet because it was still being set up. For all intents and purposes, they were absolutely trying to pretend to be griffpatch.

Even with skeptics in the comments, the user had amassed a decent following before the account was reported and promptly trashed for trying to impersonate the real griffpatch.

Now, I want to ask; what is the value of keeping this user around? Let's say instead of getting deleted, they just got a warning. I doubt it'd stop them, and this griffpatch_edu person would be free to keep pretending to be someone they're not, putting words in griff's mouth and lord knows what else, considering the account could very well be used to attach things to his name that he would not want attached to his name. With what you're suggesting, libel would totally be possible and allowed to happen.

Having an exact replica of someone else's name is something you have to intentionally try to do during the account creation process. I doubt accidental impersonation happens, and if it does, it has to be ridiculously rare. I have been here for almost a decade and have never seen it happen.

I might have read this wrong, but here's why Scratch is (more or less) social media:
  • Followers - You can follow people, and they, in turn, can follow you. (*cough cough* F4F is a controversial example.)
  • Loves and favourites - You can love/favourite peoples' projects.
  • Commenting - You can comment on peoples' projects, profiles, studios. Oh yeah…
  • Studios - Places for collaboration and teamwork (also technically social media, see above)
  • Forums - Mostly where the ‘social media’ part of Scratch comes from.
