Is it okay to make live streams on your YouTube channel that is posted on scratch as long as you don't advertise the streams on scratch

No, since they could still get to the livestreams by going to your channel

Then that's (probably) okay.

You can live stream on YouTube, although I do recommend not linking your YouTube channel link to your profile because some people like to throw fits with that type of stuff.

Okay, new question, what if you linked one channel to your scratch account that does not have streams but that channel is linked to another channel with streams?

No, that is still not allowed. People from Scratch who clicked your channel could see your other channel with live streams too.

What if you merely subscribe to the streaming channel

If there is a way to show who you subscribe to and you show the channel, then no
But if your subscriptions are hidden from the public, then you can subscribe to them

Just don't try to link the live streaming channel in some way.

Everyone is giving great answers, but I’m still not sure. Scratch team members are the only way to be truly sure.

YouTube contains live chats and comments that violate the community guidelines which is not allowed according to the community guidelines.

Community guidelines wrote:

For safety reasons,
don't give out any information that could be used for private communication, in person or online.
This includes… websites with private chat functionality.
That is also the reason why the Scratch forums automatically converts YouTube links into a https://scratch.mit.edu/discuss/youtube/ link.

I don’t think YouTube has private chats

No, but people think YouTube's moderation is not strict enough.

You will not be allowed to link your channel if you live stream on it. That is the rule.

QaS Directory wrote:

Q: What are the rules for sharing social media / livestreams?
A: Sharing YouTube videos is allowed as long as the content and comments are for all ages and don't share personal information. Those same rules must be followed when linking YouTube channels, as well. Due to containing unmoderated chat, links to live streams or channels with live streams are not allowed. The description and about me of the YouTube channel and YouTube video also must not link to anything that is not for all ages, contains private information, contains private messaging, or contains unmoderated chat. Links to sites or usernames from social media such as Reddit, Patreon, Discord, Facebook, Instagram, Snapchat, Twitch, and Twitter are not allowed. If you have a question about what is allowed regarding social media, you can ask a question here in the forums or use Contact Us.

Alright, don't link your YouTube if you live stream then.

I forgot the Earth will implode on itself if a kid sees a live stream.
