I know Scratch Wiki says crashing Scratch is prohibited, but as I saw the Terms of Use, it seems like it is rather talking about crashing it to affect other people's editor, as it won't harm anyone for making those things, except if they're using old browsers. I've saw plenty of these crashing projects.

No, every method mentioned in the wiki will work on all browsers, regardless of it's age. The reason they don't want you to share projects is because it can cause extreme amounts of lag on some devices and might also crash the entire browser, so that user might lose unsaved work.

You probably ran the wrong script, I'm not encouraging this but running any of these for around 5 minutes should definitely crash your browser and/or slow down your browser and/or your computer a lot.
