Generally, you'd have to use Contact Us to email the Scratch Team. However I don't think deleted accounts can be recovered, but it's worth a shot, I believe projects might be kept. I'm not sure about that, though

It isn't deleted forever, in fact you can try to get it back by contacting the ST, but the chances are very low.
