Don’t suggest penguinmod to be added to the list. the developers have said multiple times that they don’t allow or want the mod to be mentioned on scratch and doing so is not allowed for multiple reasons

I would suggest Scratch CE to be added but it links to unmoderated chat so no.

well um well you see (plz dont ban but) i made this because the owner of the original topic went inactive and hanst been on scratch in a long time.

Well, it's possible that they have become inactive - they haven't commented since late December. Still, it's good to make an attempt to avoid an issue. Why don't you leave them a profile comment explaining that you would like to take over the topic - if we don't hear back within a couple of weeks, we'll move forward with the “adoption”.
