NewScratchers can't Report
Currently, NewScratchers can also be reported, but they sometimes don't understand Scratch's rules such as community guidelines, and since they can create accounts easily, they can be used for trolling.
In fact, in Japan, one person created several accounts and indiscriminately reported Trending, and all the projects up to the third page were unshared.
Therefore, please make sure that NewScratchers are not allowed to report.

I'm not very good at English…

No support. Why should they not be allowed to report? Sure, false reporting, but still, they might see an inappropriate project. Take this example:

I could not find any dupe.
For NewScratcher, there is an option to not show the report button on the project page.
It's also easy to become a Scratcher if you keep up the good work for a while. We I believe that trolls will not try to troll that much.

Semi-Support. Maybe they still can report but it just sends it to the scratch team instead of taking the project down, or does that not happen? I think new scratchers still should be able to have some way of reporting though in case they say something bad.

I forgot that NewScratcher also requires you to report really bad things.

It might be better to allow the same person, or a person registered with the same email address, to report the same project only once.

i don't think this is a dupeFalse reporting is almost as bad as ddosing the server, this is not a minor inconvenience, I think this would be a pretty reasonable suggestion as NS understood less about CG than Scratchers, and it would be harder to mass report, letting NS report stuff is almost as bad as letting guests report stuffs, which is a horrible idea

Let a New Scratcher continue to be able to report a project but not have that person’s report count in the website’s automatic unsharing of a project.
This means that a project might stay visible longer on the website, but only if New Scratchers are the only ones finding and reporting the project. I don’t know what the probability of that actually happening would be, but it seems low, and doing that would help with the issue. What we don’t know, and the Scratch Team is unlikely to tell us, is the percentage of the time that a project was automatically unjustly unshared because most of the reports came from New Scratchers.

New scratcher exists just to prevent project spam and incredibly fast straining of servers, this is an awful idea, a troll could just spam highly inappropriate stuff with 20 different alts without EVER getting reported, and by the time ST finds out its already too late and too much damage has been done

I think this is a bit of a good idea only if new scratchers can't report scratchers but still can report new scratchers.

I think this is just an issue that we have to bite our tounges for. We can't really do much about it without changing things for the worse.

Maybe their report could only count as .25 or .5 or .1 or something for autoban. Or autobans should require more reports on popular projects.

If a new scratcher was breaking the community guidelines and being rude to you, it wouldn't stop as you couldn't report them.
Also, if someone wanted to not be reported, they would stay as a new scratcher instead of becoming a scratcher as they know they can't be reported so then they could keep breaking the community guidelines with no punishment

This would do more harm than good. If a New Scratcher-ranked user found a relatively-unknown inappropriate project, what would they be able to do? The project creator could get away with it and not face any repercussions unless another Scratcher-ranked user discovers the project. There are other solutions, like only letting a user have one unreviewed report at a time, but restricting reports isn't a good idea.
