I've seen people using copyrighted music in their projects (with credit). Is using copyrighted music allowed? I'm unsure whether to report the project(s) or not.

Yes, you can, as long as you give exact credit (no “credit to all” stuff), and don't just make a project to share copyrighted music.

If a DMCA is filed.
If a DMCA is not filed, then it is perfectly fine to use copyrighted music provided proper credit is given and it is not just to share the copyrighted music.

Okay, I almost laughed when reading this response. No, it cannot. Scratch specifically states in one of its pages that everything is for use on this website.

I'm not a lawyer - but I think you are incorrect there. While it is *very* unlikely that your project would be taken down - it could happen if the copyright holder decided to proceed with a DMCA take-down request. It has happened a number of times.
