how do we unban a user who was banned mistakenly
there is a user named [removed - don't gossip] who got mistakenly banned after a bully mass reported his projects for no reason so I want to ask how do we appeal them types of people

you can't do anything, the banned user has to appeal using the appeals @ scratch.mit.edu email

there is a user named @incorrect_username13 who got mistakenly banned after a bully mass reported his projects for no reason so I want to ask how do we appeal them types of peopleIf the project was “mass reported,” then the user should just wait a few hours and then they'll be automatically unbanned.

Please do not believe everything you hear on scratch or the internet as a whole. Mass reporting can't permanently ban users, it can only temporary ban them for 3 hours if one of their projects got mass reported. This is for the safety of the community - if a project is really inappropriate and tonnes of people report it, that means the inappropriate content will be on the site for a less amount of time.
Remember - people also do not know the full story and makeup assumptions or blatant lies. The user may have been rightfully banned by the Scratch Team, and people make assumptions they were mass reported etc.
Lastly, to answer your question, you cannot do anything about other user bans. That is up to the user.

Correct. Any other bans are manual, put it place by the Scratch Team after reviewing the evidence. We puts bans in place to ensure that Scratch is a welcoming and friendly place for all. If anyone is banned, then it's up to them to contact us and work it out - we're happy to let people back on the site if we're confident they'll follow the community guidelines. However, other people cannot and should not petition us on their behalf - it won't change our decision.
