soundbible.com is a good place for SFX, otherwise i like to search on google the specific song or genre. soundcloud is good if you have money. there are also many songs people have ported into scratch already. ( just watch out for copyrights! )

My approach is to search for a soundtrack on youtube and convert it to an .mp3 file using ytmp3.eu ( ytmp3eu.com ). I've also used this website called https://downloads.khinsider.com/ for video game music.

Downloading youtube videos is against yt tos and so is illegal
