is scratch 1.4 offline editor still secure?

my mom says it hasnt been updated in like 9 years so hackers can use insecurities they find
is this true?

Well, technically yes. Realistically/Logically, no.
It is “offline” software so a hacker using the “service” to hack you really isn't relevant. If you hosted scratch 1.4 on a public website would be a different story. Since the software has no interaction with the outside world, you should be fine. If you are scared though, you can disable WiFi and you'll be good to go.

You can see https://scratch.mit.edu/scratch_1.4 for the installer for Scratch 1.4
You can also upload projects from 1.4 into the Scratch 3.0 editor if you want. Some blocks that have been removed in later versions of Scratch might be replaced by a workaround, or deleted entirely.
