Scratch 3 nao carrega no Windows 7 64

Bom dia, gostaria de entender, porque algumas vezes o Scratch 3 nao funciona, quando clico ele executa o programa, mas nao faz nada, abre uma tela que nao fala se está carregando e fica e fica e fica e nao vai para frente. Mas em outros computadores com o mesmo Windows 7 64 com mesma configuracao de placa mae e processador com o framework 4.8 instalado, umas carregam normalmente e outras não. Qual o segredo, o que está faltando nestes computadores que nao carregam?

1. I don't think Scratch requires .NET 4.8 to be installed because it's an Electron app.
2. The Scratch App isn't officially supported on Windows 7, however it may or may not work.

Não acho que precise mesmo do framework, mas ainda sim, você deveria atualizar pelo menos para o Windows 8 ou 10.
Se não puder fazer isso, instale o editor offline de projetos (Scratch 2.0).
Além disso, você precisa de Windows 10+ (10 ou mais) para rodar.

I've ran Scratch 3.0 Desktop on Windows 7 Home Premium 64-bit and i can confirm that it works.
