Would a Scratch tutorial be "made for kids"?

On YouTube, you need to select whether your video is made for kids or not. Since so many of those videos were popping up, YouTube had to introduce a feature to tag your videos as “made for kids” because of a protection act called COPPA, abbreviation for something (I think I remember but possibly not exactly).

When a video is set as made for kids, certain features such as personalized ads and comments will be turned off to protect children's privacy. However, I wasn't completely sure if Scratch would fall under that category. The Scratch Team's channel sometimes marks their videos as made for kids, but other times they're not set that way. I know that there are probably many channels that don't mark their Scratch tutorial videos as made for kids, probably because they weren't made to appeal to kids, but any age.

Since Scratch is educational and targeted at ages 8 to 16, I wasn't sure if we should be marking Scratch tutorial videos on YouTube as made for kids. I'm guessing you do if you are trying to appeal to kids and help them code, but not if you're making a general tutorial that isn't geared at any specific age? I'm not a master at this setting and I haven't seen all the details about COPPA.

In my opinion, it should be listed as “made for kids” due to the fact that Scratch is the same. But don't quote me on that. I'll wait for another user to give their input.

I never list my scratch tutorials as made for kids. Things such as comments aid learning.
