The answer to this is probably very obvious, but I've been unable to figure it out, so I'll ask anyway.

Basically, my problem is that when I try to change the volume of music in a project, it never seems to work. I'll try setting the volume up or down ten points with the “change volume” script, then set it to change when I click the green flag. But when I actually click the flag, the volume doesn't change at all. It still stays at 100. The same thing happens when I try to use the “set volume” script.

Can someone tell me what I'm doing wrong? Or is this just a glitch? I'm still using the Scratch 1.4 program for this. The problem persists on two separate computers that both have Scratch on them.

You may need to post your script as I can't think what you're doing wrong as it's pretty easy. Have you tried something like this;
when green flag clicked
set volume to 100%
play sound meow until done
repeat 10
change volume by -10
play sound meow until done

The volume change isn't quite as pronounced as you may expect so listen all the way through but it should get quieter.

Volume affects to any sound in a specific sprite but not to sounds in other sprites.
