How to make a fighting game (like Punch-Out!! and Super Punch-Out!!)

I am a big fan of Punch-Out!! and I've always wanted to make a game like it. After playing a couple of fan-games, I think I'm ready to learn how.

I know that I need to learn how to make an A.I for the opponent, a dodging system, a punching system, all of that stuff.

If you have any advice please let me know!!

The game looks like this: https://www.youtube.com/watch?v=XeQip05mDRc&ab_channel=NintendoComplete It's a boxing game with a wireframe character and diverse characters with special moves, mechanics like dodging, ducking, blocking, star punches, (an example of star punches: https://www.youtube.com/watch?v=Tsn9m_R_XJs&ab_channel=meuol) and instant knock-outs (an example of this too: https://www.youtube.com/watch?v=EfJJvZctlUw&ab_channel=zallard1) I want to make something like this.

Maybe do like a catch game or something to start? Because that game is seriously hard.
