There isn't a set date, but it's not going to be anytime soon – the site isn't completely in the 3.0 format yet.

Scratch 3 was made in preparation for the end of flash's support. So, until browsers stop supporting javascript (the programming language Scratch is written in), I don't expect Scratch 4.0 to come out anytime soon.

We don't currently have any official plans for Scratch 4.0 right now. We're focusing on improving Scratch 3.0 instead.
